The York Region Children’s Aid Society has been busy preparing for the implementation of the Quality Standards Framework regulations that come into effect on July 1, 2023.  We have been training staff on the many changes that are coming related to the care that children receive in out of home placements.  Some of these changes include the need to:

  • Ensure certain pre-service educational qualifications for frontline staff and supervisors, and a new Directive on foster parent training.
  • Ensure that each child has a specific safety assessments and that a safety plan is developed if required.
  • Improve service planning, including before a child or young person’s admission to a placement and at transitions, for example, the pre-placement assessment, case management and plans of care requirements.
  • Further enhance the youth’s voice in the care they receive.
  • Clarify and establish the rules and restrictions specific to the use of physical and mechanical restraints.
  • Comply with expectations for a child or young person’s education
  • Comply with amendments to the complaints requirements to support fairer, impartial, transparent and objective complaints mechanisms for children, young persons and their families.
